The words regard, call, believe, think and consider are used to express an opinion about person. Maybe the statement is not the real fact of that person, but some people's opinion said so.
Look once again at the talk on the previous page. People think Mr. Jono in that bakery is the best baker in town. It has not been proven yet, but people think he is the best baker. It is because the bakery is always busy.
